Why can't I access the Cloud Storage page after upgrading to LE version 3.16.1?

After upgrading to version 3.16.1, the default admin user may lose access to the Cloud Storage page due to missing permissions. This issue affects instances originally installed on versions lower than 3.11.x. 

To resolve it, go to *System* → *Access Control* → *Users*, and either update non-default roles to enable Cloud Storage permissions or create new roles with the required permissions.
